Is cannabis consumption legal in Germany?

In Germany the consumption of cannabis is illegal. Cannabis is classified as a narcotic in Germany and the possession, cultivation, sale and consumption of cannabis are punishable by law. However, there are some exceptions and tolerances that limit prosecution in certain cases. For example, small amounts of cannabis for personal use may be tolerated in some states, and there are some medical cannabis use programs.
